ABOUT US

Hello everyone.  My name is Randy Foster and I am a native Houstonian.

Some of my accomplishments, qualifications and experiences as a law enforcement officer and as a certified Texas Department of Public Safety Concealed Handgun Instructor for the State of Texas are:

  • Graduated from Abraham Lincoln Senior High School located on the west side of Houston.  I was number ten in my graduating class and I received the E. E.Worthing academic scholarship.
  • Attended Houston Community College, Texas Southern University and the University of Houston. Received a Criminal Justice degree from the University of Houston.
  • Attended the Police Academy at University of Houston-Downtown campus. While attending the Academy, I was elected Vice President of my class.
  • Began my law enforcement career working for the Houston Independent School District Police Department where I obtained valuable experiences with adults and juveniles.
  • Continued my law enforcement education by becoming a firearm instructor in the first three years of service.  After my employment with the HISD Police Department, I was hired by a larger department in the Houston Harris County Area.
  • Worked as a patrol officer for approximately six months. After approximately six months, the administrative staff reassigned me from field duties to the fire arm instructor staff.  In addition to being a firearm instructor, I also held duties as a Field Training Officer (FTO) as well as a member of the Police Department’s Honor Guard.


As a firearm instructor for the Police Department, I continued to attend training courses and conferences pertaining to the use of handguns, shotguns and rifles.  I have completed many certified training courses which have not only enhanced my education but also contributed to my vast experiences.


For the past twenty-four years and presently, I am working as a firearm instructor for the Police Department.


Due to my unique training and certifications in the use of firearms, I was selected to join the Tactical Team in a full-time capacity.  The Tactical Team position has given me the opportunity to enhance my knowledge of how to handle various types of handguns, shotguns and rifles.


In 1995, I was selected by the Texas Department of Public Safety Concealed Handgun Unit to attend their instructor’s program. After successfully completing a rigorous training program, I became a Certified Concealed Handgun Instructor for the State of Texas. By following the guidelines set forth by DPS Concealed Handgun Unit, I am certified to teach classes that allow citizens to obtain a License To Carry Handgun License.  DPS License To Carry Handgun Unit requires their instructors to be recertified every two years.


My License To Carry Certification is current and I have been teaching License To Carry classes continuously in the Houston Harris County area.


As an experienced Police Officer, Field Training Officer and a licensed License To Carry Instructor, the benefits are immeasurable as far as saving lives through the extensive training that is achieved through continuing firearm instructor’s training, enhanced decision making skills and marksmanship.
